§ 28-86. Findings of fact.

The board of county commissioners hereby makes and determines the following finding of facts:

(1)

The area within the Flagler Estates Service District MSTU has over one thousand nine hundred (1,900) undeveloped residential lots ranging in size from one (1) acre to two and one-half (2.5) acres.

(2)

There is potential for additional residential and commercial development within the service district.

(3)

There presently are minimal governmental services available within Flagler Estates.

(4)

No building permits have been issued within the Flagler County portion of Flagler Estates.

(5)

To provide the municipal services needed that would allow development of this community a financial means of supporting these services must be put in place.

(6)

The creation of a MSTU will provide a means to finance the needed municipal services.

(7)

The county in general will benefit with the development of the community from the increased tax base and the opportunity for work force housing.
